The Ukrainian Experts Expounded Own Vision Of Foreign Policy Of Ukraine
KIEV, December, 12. (Roman Suschenko - UKRINFORM). The Ukrainian experts and analysts summed up of year of foreign-policy activity of our state. During a press-conference in UKRINFORM on a theme "The future of Euro-Atlantic integration of Ukraine. Results of year" representatives of fund "Community", Center of Razumkov, Institute of the Euro-Atlantic collaboration, fund of PAUCI Oleg Rybachuk, Valery Chalii, Alexander Sushko and Svyatoslav Pavlyuk expounded to journalists own vision of strategic questions for Ukraine.
The Ukrainian experts, summing up of year of the foreign policy of Ukraine, unanimously establish progress in relationships with Euro-Atlantic partners. "During the Bucharest summit and on the last conference of Ministers for Foreign Affairs country-members of NATO a question of Ukraine was central", - the representative of fund "Community" Oleg Rybachuk marked. According to him, in spite of the fact that grant POM (plan of operating under membership in NATO) to Ukraine became a beyond measure politicized question, our state got the political guarantees of membership and real instrument of their providing - the national programs of annual collaboration with NATO.
All wishing to visit the U.S. need either a passport - please appeal to nearest embassy or to Visa Services; or visa - apply to a special Visa Services that is relatively easy and quick solution to the problem.
Oleg Rybachuk is convinced, that such achievements allow to have an equivalent dialog with partners on alliance. "Ukraine is supported by swingeing majority of allies, among 27 country-members about 20 come forward for the prospect of membership of Ukraine in this alliance", - he added. However, as in NATO consensus accepted decision, that absence of unanimity among allies mixes to accept a positive decision. The less of countries while don't dare to come out in behalf on Ukrainian integration in alliance, but it is leading players in the European and world policy. "They see the row of warnings with respect to Ukraine. And not in the last turn excessive politicize of integration in NATO into our state, and it is the weakest link of appropriate and logical chainlet", - Oleg Rybachuk marked.
Experts, in spite of certain progress in an attempt to organize an informative policy, do not see the concerted actions of political elites. Ukrainian politicians, which present power and must move forward Euro-Atlantic ideas, unfortunately, in opinion of experts, which indispose necessary support of population. A simple axiom follows from it: if such politicians generate interesting progressive ideas, they do not find the proper support and run into ununderstanding and unperception, including questions of safety. But, our prospects cause readiness of allies on league to co-operate with Ukraine on the real directions, that will allow us to attain higher standards.
Commenting achievements of Ukraine on European direction, the scientific director of Institute of the Euro-Atlantic collaboration Alexander Sushko outlined the basic constituents of progress. At first, it is negotiations in relation to acceding about the association of Ukraine to EU. Secondly, beginning of voice process about a free trade zone, an agreement in relation to which will complement position of association. Thirdly, beginning of implementation of agreement about simplification of the visa regulations and official dialog about introduction of the visa-free access between Ukraine and EU. Fourthly, positive consequences of French chairmanship, which witnessed the certain evolution of this country toward support of Ukraine and, finally, last - "East partnership".
On "visa question", which complicated expansion of the Schengen area, Ukraine also won a victory - it began a dialog with partner-neighbours and attained progress, which foresees introduction of the symmetric visa-free access in the future. To initiative of Poland and Sweden in relation to "East Partnership" Ukraine felt discomfort, appearing in one group with the Uneuropean states, however a situation succeeded to be corrected, and due to a new project it has concrete prospects. In particular, within the framework of east neighbourhood it will get additional financial possibilities.
Representative of fund PAUCI Svyatoslav Pavlyuk was stopped for the humanitarian aspect of losses and achievements of Ukraine on a foreign-policy arena. In particular, an expert told about the personal impressions from the visit of European capitals and maintenance of discussions with western colleagues, which are surprised that Ukraine gave Russia a right to talk about itself in France, Belgium, Germany.
"The foreign mass-media constantly use information about a situation in Ukraine from Russian mass-media, which show, talk and write on the native for foreigners languages", - Svyatoslav Pavlyuk marked. He is convinced, that the informative policy of Ukraine must change, and not only in the context of development of foreign network of Ukrainian mass-media, but also Ukrainian information got the European users in native for them language. And then, possibly, Ukraine does not need peratively to react on unreliable, distant from reality publications in western mass-media, - an expert considers.
At the same time he marked achievement Ukraine high-quality new level in a public sector. "Public organizations in Ukraine became the real instrument of foreign policy, they are able to extend knowledge about Ukraine, focus the new points of view on processes, what be going on behind the scenes of political kitchen, to influence on forming of important documents and others like that", an expert considers. He marked introduction of mechanisms of public inspection above power, that will allow to avoid the no-purpose use of budgets and formalization.
Analysing the events of year, an expert underlined that, if one of sides of conflict is the permanent member of UNO, existent agreements do not work. The one-sided exit of Russia from an agreement about the ordinary types of armaments in Europe strengthened fears of expert in relation to "strengthening of pressure on the vacuum of safety of Ukraine". He considers that a most threat for our state in this context is to remain out of the international integrated system of safety.
He added in conclusion, that "a political cycle is completed in Ukraine: we understand that we did and that we yet need to do in European and Euro-Atlantic integration, we need to think about new vision, new strategy of foreign policy of Ukraine in new terms, which would be based on new quality of political process in Ukraine, on an awareness that resources are not boundless, they must be concentrated on concrete directions and mechanisms of collaboration".
